Toledo residents want “dump” home cleaned up

TOLEDO, Ohio (WTVG) – Trash, clothes, couches, pillows- you name it, this house has it.

But we’re not talking about what’s inside the home. Those items are piling up in the yard and on the porch.

It’s on Frank Street in Toledo across from O’Reilly Auto Parts.

Nearby resident Billy Shea said he walks by this house everyday.

“It’s turned into everybody in the neighborhood’s dump,” Shea said.

13 Action News crews observed trash and garbage all over the front yard. A garbage and recycling can block people from walking on the sidewalk in front of the house. A couch takes up the porch. To top it off, it’s all being swallowed by overgrown grass.

Shea said children take this route to school.

“Kids who have to walk to school and have to walk around it, I would hate to see one of them get hit,” Shea said.

Missing windows on the side of the home reveal a fiery past. Inside the walls are stripped, a countertop charred. A spokesperson for the Toledo Fire and Rescue Department confirmed there was a fire here.

Then, there’s the back yard.

Our 13 Action News crews noticed a sea of trash bags, a rickety fence and what looked like old, scorched appliances.

While our crews were at the scene, numerous people drove by to ask when the house will be torn down or addressed.

Shea said he knows people that have called the City of Toledo about the issue.

The Lucas County Auditor lists the owner as Yolanda Garcia.

A City of Toledo spokesperson said a 72-hour and 30-day public nuisance order was issued on Aug. 28. The two timelines are because some of the issues are a quick fix, while others will take more time.

A spokesperson sent this statement:

There is a current case open on this property as of August 28, 2025. The owners were issued a letter of violations that included tall grass and weeds, junk and debris, trash and litter, and an unsecured building. They were given both a 72-hour notice and a 30-day notice.

The reason for the two timeframes is that some violations can be corrected quickly, such as trash, litter, and debris, while others like tall grass or maintenance issues are given more time.

We do not have any documentation of a fire on the premises.”

The nuisance orders were sent to the Frank Street address and a Maher Street address in Toledo. The city spokesperson said Maher Street is a secondary address.

13 Action News went to Maher street in hopes of contacting Garcia. The person who answered the door wasn’t Garcia and said Garcia doesn’t live there or have affiliation with the property.

The city spokesperson wasn’t aware of this until we told them.

There was a TPD request for the Frank Street property to be boarded up in July 2024, which was completed.

Despite hearing from multiple nearby residents who claimed to have called the city about the home, the spokesperson said this property was only recently reported to the city. The first report was in July 2025. It was reported again on Aug. 26, 2025, resulting in another work order and additional orders from Code Compliance.

The spokesperson added that the property isn’t damaged enough to warrant the city to step in and take over.

The spokesperson ended by saying that they hope the property owner will receive the notice that was issued in August.

Our crews attempted to reach Garcia by phone through different phone numbers with no luck.
