TOLEDO, Ohio (WTVG) – Two new townhomes are taking shape in Toledo’s Old South End neighborhood, marking the first new residential construction in the area in approximately 40 years.
“In the last six to eight years, we’ve remodeled about 400 houses here in the Old South End. We fully remodeled another 13 and sold those to new homeowners, and these modulars are the next part of our strategy,” said Carl Wagner, the board chair of the Historic South Initiative.
The 1,700-square-foot modular townhouses are being assembled on-site, with components lifted and placed on prepared foundations.
Leaders with the Historic South Initiative say most homes in the neighborhood are over 100 years old. The new construction is part of their mission to preserve the area’s history while attracting new residents.
“I continue to say that stable housing contributes to the stability in every other part of life,” Joe Cordella, the initiative’s Vice President of Operations, said. “Once we get homeowners to live here, then they can get a job here and they can go to school here and they can be stable.”
The project is fully funded by donations and grants from the City of Toledo, with $250,000 in grant funding secured for each home.
The group plans to build additional houses next spring.
The Old South End contains approximately 400 to 500 empty lots, Wagner said, creating significant demand for quality affordable housing.
“If we can scale this modular housing, it will really make a difference in this neighborhood,” Wagner said.
The group will spend the next month or so on the finishing touches, building a porch, and adding some landscaping. Organizers say they hope to have new residents come spring 2026.
