City of Toledo making final plans to spend ARPA dollars


TOLEDO, Ohio (WTVG) – As we get closer to the end of the year, the City of Toledo needs to make sure its federal recovery dollars are obligated.

American Rescue Plan Act (ARPA) money needs to be obligated by the end of this year and all totally spent by 2026. If not, some of the money has to head back to Washington, D.C. and no one wants that.

The more than $180 million in federal recovery dollars have turned into lots of signature pieces like the soon-to-be completed new Wayman Palmer YMCA by Bancroft and Franklin streets. They’ve also turned into smaller programs, like youth summer programs.

“We’ve spent money on parks, on youth programs, we’ve spent money on public safety. All of that does affect neighborhoods,” said Toledo City Council member George Sarantou. “We really have made sure that this has had a positive impact on every neighborhood in Toledo.”

There’s still more to be spent but it’s not much.

Toledo’s finance department has been crunching the numbers. The next big chunk could be to the rehabilitation of Saint Anthony Church in the Junction neighborhood.

Council is considering legislation to spend more than $900,000 for renovations, with the plans for the city to eventually take ownership of it from the Lucas County Land Bank. That should be end of the allotment with none planned to go back to Washington from an historic investments across the country and here in our community.

“We will not have another $180 million appropriation at one time from the federal government, at least I don’t think we will, in the next 100 years,” said Sarantou.

That vote on funding for the Saint Anthony project could come at the next council meeting on Tuesday.
