Ohio primary election 2025: Key voting dates and info

Election results are being counted across northwest Ohio and southeast Michigan after polls closed Tuesday. 

The results that display below for contested races and local issues are unofficial and will remain so until each county board of elections completes its official canvass in the days ahead. 

WTOL 11 will continue to update these election results as new vote totals are reported and follow up with coverage on key races, ballot issues and turnout trends once results are certified.

Key Races and Issues
NW Ohio and SE Michigan


Voters across the region are weighing in on a range of major local races and levies — decisions that will shape schools, safety services and city leadership for years to come.

In Toledo, voters are deciding whether Mayor Wade Kapszukiewicz will earn a third and final term under the city’s new charter, facing independents Roberto Torres and Harold Harris.

Eleven candidates are also running for six at-large seats on Toledo City Council, including incumbents George Sarantou, Nick Komives, Brittany Jones, Cerssandra McPherson and Mac Driscoll.



Nearby, Oregon Mayor Michael Seferian is seeking re-election against city council member Steven Salander, while in Perrysburg, city councilman Mark Weber faces Aaron Harder in the race to succeed term-limited Mayor Tom Mackin.



In Maumee, voters are choosing four of seven candidates to fill at-large seats on Maumee City Council in the Nov. 4 election. The candidates on the ballot are: Jon Fiscus, Isiah Gonzalez, Andrew Huyghe, Philip Leinbach, Dave Poeppelmeier, Scott Sund and Chelsea Ziss


In Monroe County, Michigan, voters in District 2 will decide who represents them on the Monroe County Board of Commissioners after months of uncertainty over the seat’s status. Three candidates are on the ballot: Dale Biniecki (R), Danielle Hoover (D), and Mark Brant (no party declared).

The race has drawn attention because Brant, a former commissioner, was sentenced to federal prison earlier this year, raising questions about his eligibility to hold office. Despite those concerns, his name remains on the ballot while a legal challenge over his candidacy continues. The outcome will determine who represents communities including Milan, London, Exeter and Raisinville townships.



In Bowling Green, residents are deciding whether to approve a 0.15% city income tax increase to help fund two new fire stations and a new headquarters. Multiple fire and EMS levies are also on ballots throughout smaller communities, including Port Clinton’s 0.4% income tax increase for its fire department and two Allen-Clay Joint Fire District levies in Ottawa County that would support staffing, equipment, and operations.





Police funding is on the line in Perrysburg Township and Waterville Township, where voters are considering new or replacement levies to sustain local departments. Sylvania Township voters are deciding on a new 0.5-mill levy to support the Sylvania Senior Center.





Education funding is another major focus. Perrysburg Schools asks voters to approve an $11 million, five-year emergency property tax levy to avoid deep cuts, including to extracurriculars and busing. Pike-Delta-York Schools is proposing a new 1.25% earned income tax to replace an expiring levy, while Tiffin City Schools is asking for a six-year, 0.75% earned income tax to maintain daily operations.




Other notable measures include a renewal of Lucas County Children Services’ 1.8-mill levy, which would continue funding for the county’s child welfare programs without increasing taxes, and an Ottawa Hills proposal to raise its municipal income tax from 1.5% to 2% for road improvements.

MADISON SCHOOL DISTRICT OPERATING MILLAGE RENEWAL PROPOSAL 

This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2026 tax levy. 

Shall the currently authorized millage rate limitation of 19 mills ($19.00 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Madison School District, Lenawee County, Michigan, be renewed for a period of 5 years, 2027 to 2031, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2027 is approximately $2,442,623 (this is a renewal of millage that will expire with the 2026 tax levy)? 

MADISON SCHOOL DISTRICT SINKING FUND MILLAGE RENEWAL PROPOSAL 

This proposal will allow the school district to continue to levy building and site sinking fund millage previously approved by the electors. 

Shall the limitation on the amount of taxes which may be assessed against all property in Madison School District, Lenawee County, Michigan, be renewed by and the board of education be authorized to levy not to exceed 1.5 mills ($1.50 on each $1,000 of taxable valuation) for a period of 5 years, 2026 to 2030, inclusive, to continue to provide for a sinking fund for the purchase of real estate for sites for and the construction or repair of school buildings and all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2026 is approximately $342,163 (this is a renewal of millage that will expire with the 2025 tax levy)?

ISSUES

Monroe County Community College proposal

MONROE COUNTY, MICHIGAN COMMUNITY COLLEGE DISTRICT OF MONROE MAINTENANCE AND IMPROVEMENT MILLAGE RENEWAL 

This millage proposal would allow the Community College District of Monroe County to levy a zero-increase renewal of .85 mill for a period of 5 years (2026–2030), for renovation and upgrade of the infrastructure and facilities of Monroe County Community College, which will include safety projects, accessibility projects, technology projects, learning environment projects, and maintenance projects. 

Shall the total limitation on the amount of taxes which may be assessed against all taxable property in the Community College District of Monroe County, County of Monroe, Michigan, except property exempted by law, be renewed by .85 mill ($0.85 per $1,000 of taxable value) and levied for a period of 5 years (2026–2030), to provide funds for renovation and upgrade of the infrastructure and facilities of Monroe County Community College, which will include safety projects, accessibility projects, technology projects, learning environment projects, and maintenance projects? If approved, this millage would raise an estimated $6.7 million for the College District in 2026 (this is a renewal of a millage, which will expire with the 2025 levy).

Frenchtown Charter Township proposal

FRENCHTOWN CHARTER TOWNSHIP RESORT DISTRICT AUTHORITY MILLAGE RENEWAL PROPOSAL

Shall the current millage be renewed in the Resort District of the Charter Township of Frenchtown by assessing up to three (3) mills ($3.00 per $1000 of taxable value) on real property and tangible personal property which is located in the Resort District and which is not exempt by law, each year for ten (10) years being tax years 2031 through 2040 inclusive, as authorized by Act 59 of 1986, as amended, for purposes authorized by that Act, and which if approved will raise in the first year of levy estimated revenue of $4,038,914.00?


LONDON TOWNSHIP ROAD MILLAGE 

Shall London Township impose an increase of 1.0 mill ($1.0 per $1000.00 of taxable value), in the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution and levy it upon the taxable real and personal property within London Township, County of Monroe for a period of 5 (five) years, commencing in 2025 and continuing through 2029, for the sole and exclusive purpose of providing funding for road improvements and maintenance which includes dust control, stoning or paving of roads, and removal of berms in London Township. The estimated revenue for the first year of the levy, if the proposition is approved, shall be approximately $149,755.00.


LIBRARY RENEWAL MILLAGE PROPOSAL

Shall the previously authorized increase in tax limitation on all taxable property in the City of Milan, Counties of Washtenaw and Monroe, that expires in 2025 be renewed and the City be authorized to levy annually an amount not to exceed 0.2185 mill ($0.2185 per each $1,000 of taxable value) against all taxable property for a period of seven (7) years, 2026 through 2032, inclusive, for the purpose of operating, maintaining, and equipping the Milan Public Library or any other purpose authorized by law for library service? The estimate of the revenue the City will collect in the first year (2026) if the millage is approved and levied by the City is approximately $53,000. By law, revenue from this millage will be disbursed to the Milan Public Library. 

WASHTENAW INTERMEDIATE SCHOOL DISTRICT AREA CAREER AND TECHNICAL EDUCATION PROPOSAL 

Shall Washtenaw Intermediate School District, Michigan, come under sections 681 to 690 of the Revised School Code, as amended, and establish an area career and technical education program, which is designed to encourage the operation of area career and technical education programs, if the annual property tax levied for this purpose is limited to 1 mill ($1.00 on each $1,000 of taxable valuation) for a period of 10 years, 2026 to 2035, inclusive; the estimate of the revenue the intermediate school district will collect if the millage is approved and levied in 2026 is approximately $25,020,000 from local property taxes authorized herein?
